Carnival Researcher - St Pauls Carnival

A Carnival Commission made up of community organisations, local businesses and Cultural Practitioners has formed in response to the withdrawal of funding by Bristol City Council and the Arts Council from St Pauls Afrikan Caribbean Carnival Ltd (the organisers of the St Pauls Carnival). The aim of this independent Carnival Commission is to review best practice event delivery models and organisational structures in order to suggest strategies to strengthen and stabilise St Pauls Carnival now and for the future.
As part of this process the Carnival Commission has negotiated a small grant from Bristol City Council and the Arts Council and are now seeking a researcher to prepare a report to explore the options for stabilising the future of St Pauls Carnival. This report will be used as the basis for a wider consultation with all stake holders.
The Carnival Commission are now seeking a researcher to prepare a report that addresses the following priority areas:
  1. A redefined set of principles and vision for an inclusive African Caribbean Carnival with an annual (all year round) programme of activities hard-wired into the city’s cultural institutions.
  2. A scaleable & sustainable event delivery model that’s sensitive to the cultural, artistic and health & safety demands of an African Caribbean Carnival.
  3. A governance restructure based on best practice models that are best suited to meeting the demands of a large scale, complex and multi-layered cultural event.
The proposed fee for this project is £4,750
The timeline for the delivery of the report is 6pm on 30thMarch 2016. The Carnival Commission is aiming to appoint a researcher with suitable experience and knowledge on 25thFebruary.  Short-listed candidates must be available for interview on 22ndFebruary, with the appointed researcher available for a face to face briefing on 29thFebruary. All applications must be submitted by 12am 18thFebruary 2016.
